Without Host Havoc
The manual way: self-hosting
Factorio's free headless server is a separate download from factorio.com, not on SteamCMD. It is single-thread CPU bound (the engine targets 60 updates per second), light on RAM, and needs no GPU, so a couple of fast cores and 2 to 4 GB cover most maps. The box has to stay on 24/7.
- Download the headless build from factorio.com and extract it. On Linux:

After that it is on you: updating on every version (clients must match the server version), scheduling save backups, restarting after crashes, and absorbing DDoS yourself.
