Note: If you're receiving an error such as "Update state (0x3) reconfiguring, progress: 0.00 (0 / 0)" is repeated until the update process completes, you'll want to force a file validation via the Steam updater.
How to force a file validation:
Step 1: Log into our TCAdmin control panel
Step 2: View your game service
Step 3: Click on the 'File Manager'
Step 4: Check off and delete the 'steamapps' folder
Step 5: Click the 'Update Server Files' module
Step 6: The files will validate
